Immigration Management Cooperation at Global Public Safety Forum 2025

At the recently concluded 2025 Global Public Safety Cooperation Forum held in Lianyungang, Jiangsu Province, China, leaders engaged in discussions surrounding the complexities of global immigration governance and achieved several important consensus points.

Running from September 17 to 18, 2025, the Sub-Forum on Immigration Management Cooperation attracted over 240 participants, including heads and representatives from immigration and entry-exit departments across 51 countries and regions. This assembly also featured officials from five key international organizations and multilateral mechanisms. The significance of this gathering was emphasized by Amy Pope, Director-General of the International Organization for Migration, who delivered a video address outlining the importance of collaboration in advancing immigration management services.

Filippo Grandi, the United Nations High Commissioner for Refugees, echoed this sentiment in a video address, stressing the importance of coordinated efforts among countries to facilitate safe, orderly, and regular immigration. He underscored the need for mechanisms to ensure the voluntary and dignified return of refugees.

The Sub-Forum was a critical element of the overall Global Public Safety Cooperation Forum, aiming to address the expectations and demands from the international community regarding the enhancement of the global immigration governance system. Emphasizing mutual respect and beneficial cooperation, attendees discussed the theme: 'Cooperation for Win-Win Outcomes in Addressing the Risks and Challenges of International Immigration Governance under New Situations.'

During the event, keynotes were delivered by several prominent figures, including China’s Vice Minister of Public Security, Wang Zhizhong, and other officials from various nations, fostering an environment conducive to robust exchanges of ideas about global immigration issues.

The sub-forum featured two parallel sessions focusing on critical topics such as optimizing immigration management services for safe mobility and preventing port security risks within a globalized context.

Participants collectively acknowledged the outcomes from previous meetings and the collaborative efforts made in migration governance. There was a strong emphasis on the role of migration in sustainable development goals and fervent calls for initiatives to implement the United Nations' 'New Pact' and the 'Global Compact for Safe, Orderly and Regular Migration'.

The discussions underscored a commitment to a global governance system based on principles of cooperation, innovation, and mutual benefits as articulated by President Xi Jinping. The need for a fair and rational global migration management system was highlighted.

China encouraged all parties to collaborate in fostering equal and open partnerships in immigration governance, advocating for innovation and adaptation to enhance cooperative mechanisms while promoting a lawful and equitable immigration management order.

In conclusion, the National Immigration Administration of China expressed gratitude towards all attendees and outlined a commitment to implementing initiatives discussed, enhancing cooperation within the international community and aiming to reshape the global migration governance structure.
