Li Qiang Announces Amendments to Foreign Entry Regulations in China

On August 14, the Xinhua News Agency reported a significant announcement from Premier Li Qiang of the State Council regarding alterations to foreign entry regulations in China. This decision, formally known as the 'Decision of the State Council on Amending the Regulations on the Administration of Entry and Exit of Foreigners in the People's Republic of China,' is set to take effect on October 1, 2025.

The newly adopted decision consists of two key articles, each detailing specific provisions aimed at streamlining the entry process for a targeted group of foreign individuals.

One of the primary amendments is the introduction of a new visa category, designated as the K visa, which falls under the regular visa classifications. This new visa type is specifically aimed at attracting young scientific and technological talents from abroad.

To qualify for the K visa, applicants must adhere to the criteria and stipulations established by the relevant authorities within the Chinese government. This includes providing necessary supporting documentation to demonstrate their eligibility.

These changes represent China's ongoing efforts to enhance its appeal as a destination for foreign talent, especially in the fields of science and technology, which are critical for the nation's innovation-driven development strategy.

As the effective date of the new regulations approaches, stakeholders including international researchers, educators, and scientific institutions will likely be closely monitoring the implications of these changes on their mobility and collaboration opportunities within China.
