
Beijing is inviting feedback for proposed adjustments to employer demand plans for the year 2025. This consultation will take place online from November 10 to November 16, 2025, aimed at refining the process of integrating returning overseas students into the job market.
In accordance with the "Implementation Measures for Employment and Settlement of Non-Beijing Residents Returning from Overseas Studies," issued by the Overseas Study Service Center of the Ministry of Education, the Center seeks to enhance its talent acquisition efforts. This initiative is focused on accurately capturing the demand of Beijing employers to optimize the utilization of approved hires for the year.
The targeted participants in this consultation include registered organizations that are either currently active or those with lapsed registrations, provided they have submitted an annual inspection application which is pending review. These employers will be instrumental in sharing insights regarding their labor needs for 2025.
To participate in this process, employers are required to access the China Scholarship Council's service platform using their organizational accounts. The online application will serve as the primary method for submitting demand adjustments.
The declaration window is open strictly from November 10 to November 16, 2025. Employers should take note of this timeline to ensure their requests are processed within the designated period.
Employers wishing to adjust their demand plans can submit requests for both returning unused approvals and for increasing demand. Employers that have not fully utilized their approved numbers throughout the year may apply to return any unutilized demand without affecting future applications. Alternatively, if they urgently require additional personnel, they can also request an increase in their demand.
For the adjustment process, applicants must log into their accounts on the China Scholarship Council's platform, follow the designated procedures for either returning or increasing their approved demand, and provide necessary supporting documents including an official letter and proof of employment for currently hired returning students.
The Center emphasizes the importance of preparation for these applications. Employers are advised to accurately compile their documentation and engage with the system effectively to facilitate a smooth declaration process.
All employer demand plan submissions must be completed online. The Center will not accept any documents delivered in person. Employers should ensure they follow the necessary protocols to avoid delays.
Subsequent to the application submissions, the Center will review all requests as outlined in the implementation measures. Employers should keep an eye on the Employment Registration Section of the Online Service Hall for notifications regarding the outcomes of their applications.
