26th International Education Luncheon Held Successfully

On June 6, 2025, the School of International Education at Zhejiang University successfully hosted its 26th Academic Luncheon in Room 108 of Building 31 on the Yuquan Campus. The event was presided over by Mr. Wu Jian, with notable attendance from Professor Tang Xiaowu, the Vice Dean of Teaching. This gathering also welcomed twenty-two international Chinese language teachers from the teaching center.

Dr. Liu Tiruo from Zhejiang University was the keynote presenter, delivering a report titled 'An Analysis of the National Education System Construction for Chinese Students from the Perspective of Policy Tools'. Dr. Liu emphasized the significance of educating students about China, stating that it is crucial for cultivating international talents familiar with Chinese culture and for promoting a positive image of China globally.

During her presentation, Dr. Liu pointed out a gap in existing research, which often lacks a thorough examination of the relationships between the various elements of education policy, such as goals, tools, and themes. This shortcoming hampers a clear understanding of the status and challenges of implementing policy tools in the national education system.

In her study, Dr. Liu analyzed 25 national education policy documents released since the beginning of the new era. She utilized the classification theory of policy tools as proposed by Rothwell and Zegveld to categorize them into three types: supply, environment, and demand. This analysis employed a two-dimensional framework to dissect policy tools and their contents, employing NVivo software for coding and quantitative assessment of relevant policy texts.

Dr. Liu's findings indicated a variation in the types and usage intensity of policy tools guiding the national education system for Chinese students studying in China. While policy content is comprehensive, the focus across different aspects varies significantly. To enhance the quality and effectiveness of China's national education framework, she advocated for a more balanced allocation and synergy among policy tools, alongside enriched content construction.

Following the presentation, an engaging discussion ensued, with inquiries and reflections from Professor Tang Xiaowu, Yu Qian, Teacher He Yun, and other attendees directed toward Dr. Liu. Her responses fostered a lively dialogue, culminating the luncheon on a high note, marked by warm applause.

This informative lecture was made possible through funding from the School of International Education at Zhejiang University, aimed at enhancing teacher development initiatives.

Contributions to this event were made by the Teaching Center Teaching and Research Group, further emphasizing the collaborative nature of academic discourse at the university.

The successful organization of events like the Academic Luncheon underscores Zhejiang University's commitment to fostering a rich educational environment and promoting collaborative learning in the sphere of international education.
