Ten Innovative Measures to Enhance Open Services for Development

Starting from November 20, 2025, Taiwan residents will have a significant increase in access to Mainland China, as they will now be able to apply for a Mainland travel permit at 100 ports, an expansion from the current 58, including 42 new entry points.

In a bid to foster high-level openness and quality development, the National Immigration Administration of the People's Republic of China has unveiled a series of ten innovative policies aimed at enhancing immigration and exit-entry management services. These policies are designed to streamline processes and improve accessibility for residents traveling between the Mainland, Hong Kong, Macau, and Taiwan.

The first measure includes an expansion in the talent endorsement policy that facilitates travel between the Mainland and Hong Kong and Macau. Beginning November 5, 2025, this policy will extend beyond Beijing, Shanghai, and the Guangdong-Hong Kong-Macau Greater Bay Area to encompass the entire Yangtze River Delta, the Beijing-Tianjin-Hebei region, as well as all national free trade pilot zones.

Additionally, mainland residents wishing to visit Taiwan for family reunifications will benefit from a simpler application process for family visit endorsements at any public security entry-exit administration agency starting from November 5, 2025.

The introduction of intelligent customs clearance systems will enhance efficiency, and starting November 5, 2025, selected ports will implement facial recognition technology to streamline entry and exit processes for travelers in and out of Hong Kong and Macau.

Further measures will facilitate the flow of production factors within the Hong Kong-Shenzhen Innovation Cooperation Zone, allowing for multiple-entry endorsements for talents and streamlined customs for research materials.

Moreover, the expansion of the 24-hour direct transit policy at ten international airports across the country will cater to travelers holding international connecting tickets, exempting them from entry and exit inspection procedures.

Starting November 20, 2025, five additional ports will be included in the 240-hour visa-free transit policy, allowing citizens from 55 eligible countries to enter China without a visa through 65 designated points.

The policies will also see an increase in the number of pilot cities where residents can process exit and entry document applications online, enhancing convenience and reducing the need for in-person visits.

For those requiring family visit endorsements for traveling to Hong Kong and Macau, there will now be provisions in place for renewal applications through designated travel services.

Taiwan residents will also benefit from an increased number of ports where a single-entry valid permit can be issued, promoting smoother access to the Mainland. Foreign nationals will now have the option of filling out the entry card online prior to their arrival in China, making the immigration process more efficient.

These comprehensive measures reflect a commitment to improving cross-border mobility and enhancing the ease of travel for residents across the strait.
