The Central Committee has effectively set forth a strategic framework that emphasizes national educational goals, illustrated through a comprehensive reform pilot issuing a call to action at the National Education Conference. This reform effort has been structured into two phases, encompassing six categories and 41 specific items. Over the past year, local educational bodies and schools have embraced innovative practices, yielding significant advancements in various regions.
As the country embarks on the "14th Five-Year Plan," the initiative for a robust education system is entering a pivotal stage requiring foundational solidity and comprehensive enhancement. Participants at the symposium recognized the need for educational departments and institutions to grasp the evolving domestic and global dynamics influencing educational reform initiatives. Recognizing challenges such as rapid technological advancements, demographic shifts, and competitive international landscapes is vital. Thus, aligning performance metrics with the principal objectives of educational infrastructure is essential for continued reform.
Central to the discussions was the emphasis on nurturing virtue and moral integrity as a primary focus within all educational reform endeavors. The 'Cultivating Virtue and Morality' program is to be integrated comprehensively throughout the educational landscape, aiming to build a holistic educational framework. Additionally, addressing pressing public concerns is paramount, including improving resource allocation for fundamental education to adapt to demographic changes, boosting high school enrollment, and enhancing students' scientific literacy and innovative competencies.
The seminar also advocated for the acceleration of educational technology collaboration and talent development. Reforms in higher education institutions are to be streamlined, with the aim of enhancing the structure and quality of universities while advancing 'Double First-Class' institutions and national interdisciplinary research centers. This dual focus on innovation and talent cultivation is intended to support and strengthen China's overall national innovation system.
Furthermore, the assembly highlighted the necessity for evaluations and optimizations within academic disciplines and degree programs in universities. There is a pressing need for reforms in independent talent cultivation mechanisms that resonate with the demands of the economy and society. Reducing barriers between disciplines and practical sectors is crucial, as is the transformation of scientific achievements from universities into practical applications that contribute to industrial and regional development.
Strengthening the Party's oversight in educational reform was underscored as essential for achieving deeper progress in the educational sector. The meeting called for better coordination between various entities, highlighting the significance of integrating reform efforts with comprehensive safety protocols. There was a shared commitment to refining monitoring systems, promoting best practices from successful initiatives, and transitioning effective reforms into established policies.
The symposium was presided over by Wang Guangyan, the deputy minister and a member of the Party Leadership Group. Participation included notable figures from key governmental departments, such as the Central Reform Office, the National Development and Reform Commission, and the Ministry of Finance. Contributions to the discussions were made by 36 provincial education departments and universities, who shared insights and experiences through both verbal and written exchanges.
